  • onsult the assessment of the current status of Projects & Construction Agency. D
  • eveloping the strategic plan for ERM Projects & Construction P
  • ropose a new Organizational Structure for the CPA and its departments. A
  • ssist CPA in preparation of annual budget proposal and 5-year plan for projects. D
  • evelop KPIs and performance metrics to measure the realization of ERM objectives. R
  • eview the performance of ongoing programmes and their contribution to the long-term goals and provide corrective action and improvement of the plan. O
  • versee and review the development of the project information system. O
  • versee and review financial and cost reporting forms, development and specific formats for design and construction monitoring purposes, including planned versus actual projections and indicated outcome reports. O
  • versee the tabulation and recording of results of surveys, prequalification, proposal submissions, and tenders. O
  • versee documentation design and construction budgets, cost estimates, and associated financial reporting, including cash flow projections and indicated outcome reports. A
  • ssesses procedures used to define and implement the PMO's basic functions to ensure that they remain effective and continue to meet the needs of the CPA. I
  • nforms themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures within Hill International and ensures continued compliance with these requirements while employed by Hill. P
  • erform other duties as assigned by the line manager/supervisor.

  • achelor's degree in Engineering from an accredited university in KSA. 1
  • 0+ years of experience in a field related to major local/international initiatives and development projects, in addition, to experience working closely with utility service providers and dealing extensively with commercial and public sector stakeholders. E
  • xperience in comprehensive planning for major development and urban planning projects, preferably at the national level. Familiarity with other disciplines related to planning activities and projects and understanding the work connections with other activities and the credits built for them, and being familiar with the terms of reference of urban planning and infrastructure. E
  • xcellent verbal and written communication skills. Demonstrable strategic thinking abilities. A
  • nalytical mind with problem-solving aptitude. O
  • rganizational and leadership skills. F
  • luent in English (reading, writing, and speaking). T
